Coalition for Anti-Discrimination Legislation

The Coalition for Anti-Discrimination Legislation is an alliance of human rights and civil society organizations established to advocate for the enactment of a comprehensive anti-discrimination law in Korea and to advance equality and human rights through legal and institutional reform.

In 2007, the Ministry of Justice proposed an anti-discrimination bill. However, when key protected grounds—including sexual orientation—were removed from the draft, activists formed the Anti-Discrimination Coalition in response. In 2011, the coalition was reorganized as the Coalition for Anti-Discrimination Legislation and has since led sustained advocacy efforts for comprehensive anti-discrimination legislation.

In 2013, a comprehensive anti-discrimination bill was introduced in the National Assembly but was later withdrawn due to opposition from conservative groups. Since then, the coalition has continued its work based on the principle that “no discrimination is acceptable.” Through signature campaigns, Equality Marches, nationwide Equality Bus tours, public forums, and the #Equality1110 campaign, it has expanded public awareness and support for anti-discrimination legislation while continuing to press for legislative action.

Following the 2017 Candlelight Movement, public demand for a more equal society grew, along with expectations for anti-discrimination legislation. Although the 21st National Assembly was unable to pass such legislation, the coalition has continued its efforts in the 22nd National Assembly, carrying forward the momentum for social reform and equality.

차별금지법제정연대

차별금지법제정연대는 차별금지법 제정을 목표로 인권·시민사회단체들이 함께 결성한 연대체로, 한국 사회에서 평등과 인권의 제도화를 위해 활동해온 조직입니다.

2007년 법무부가 차별금지법 제정안을 입법예고했으나 성적지향을 비롯한 주요 차별금지 사유가 삭제된 채 발의되자, 이에 맞서 ‘반차별공동행동’이 결성되었고, 2011년 ‘차별금지법제정연대’로 발족하며 본격적인 입법운동을 이어왔습니다.

2013년 19대 국회에서 포괄적 차별금지법이 발의되었으나 혐오세력의 반대에 의해 철회되며 입법은 좌절되었습니다. 제정연대는 “해도 되는 차별은 없다”는 문제의식을 바탕으로 활동을 이어왔으며, 이후 차별에 대한 사회적 합의를 확장하고 입법의 필요성을 알리기 위해 서명운동, 평등행진, 전국순회 평등버스, 시민공청회, #평등길1110 도보행진 등 다양한 캠페인을 전개해왔습니다. 또한 국회 앞 농성과 단식투쟁 등 입법을 촉구하는 행동을 지속해왔습니다.

2017년 촛불광장을 통해 평등한 사회에 대한 요구가 확산되었고, 차별금지법 제정에 대한 기대 또한 높아졌습니다. 그러나 21대 국회는 끝내 법 제정을 이루지 못했습니다. 그럼에도 광장에서 모인 시민들의 사회대개혁에 대한 열망은 차별금지법 제정 요구로 이어졌고, 차별금지법제정연대는 이러한 흐름 속에서 22대 국회에서의 입법을 목표로 활동을 이어가고 있습니다.
